General power of attorney template (Word & PDF)

General power of attorney in Arabic: الوكالة العامة — authority over a class of acts you tick, not one named transaction.

Need a special power of attorney instead?

If the agent may do one named act only, use the special power of attorney. For a letter that is not notarised, use the authorization letter. The difference is in the general vs special guide.

In Saudi Arabia, the Ministry of Justice e-service “Issue a power of attorney” issues it on Najiz without a visit to a notary. An electronic power of attorney does not run for more than one year. Any party can partially withdraw from it on Najiz or in the Najiz app, and it ends automatically if a party dies.[1] In Saudi Arabia an agency in general words that does not specify the type of act is not valid. Tick the types in Annex 1.[7] In Abu Dhabi, the Judicial Department’s notary public notarises customary documents.[5]

  • Oman: a general agency covers every matter that accepts representation, other than gifts, settlement, release, arbitration, loans and personal status unless written in (Articles 675 and 677).[8]
  • UAE: an agency may be general, special, conditional or deferred (Federal Decree-Law No. 25 of 2025, Article 869, in force 1 June 2026). Scope of a general agency is under review.
  • Bahrain, Qatar, Kuwait: the scope of a general agency is under review. No article number is stated.

A free bilingual general power of attorney for the GCC. It records the principal, the agent, a class of powers, the duration and revocation. It is not a substitute for the issued instrument, and it is not a special power of attorney. For the definition, see power of attorney and notary public. This is general information, not legal advice.

When a general power of attorney is the right draft

Use this page when the agent may do a class of acts you tick in Annex 1. Do not use it to name a single sale, a single claim or a single bank act — that is the special power of attorney. In Saudi Arabia an agency in general words that does not specify the type of act is not valid (Article 482 of the Civil Transactions Law).[7] Tick the types. The instrument issued on Najiz is the one that binds.[1]

  • Fill in the [placeholders]: both parties’ identity, capacity, and the term.
  • In Annex 1 mark “yes” for each power you intend to issue, and write its limit.
  • Out of scope: this draft is not the issued power of attorney. Representation on Najiz requires a power that is in force and includes authority to plead.[3]
  • This page states no notary fee, and no attestation rule for a foreign instrument.

What “general” means in Saudi Arabia, Oman and the UAE

In Saudi Arabia a special agency is valid for a defined type of act (Article 483). Any act beyond administration needs a special agency (Article 484).[7] A “general” draft on this page is a checklist of types, not a blank “do everything”.

In Oman an agency is general if it covers every matter that accepts representation (Article 675 of the Civil Transactions Law). A general agency lets the agent carry out exchanges and dispositions, other than donations, settlement, release, arbitration, loans and matters of personal status, unless the instrument authorises them (Article 677).[8]

  • UAE: Federal Decree-Law No. 25 of 2025, Article 869, in force on 1 June 2026, says an agency may be general, special, conditional or deferred. The articles on the scope of a general agency are under review.
  • Bahrain, Qatar and Kuwait: the general-versus-special scope is under review. No article number is stated.
  • If the recipient accepts a letter that is not notarised, that is an authorization. Use the authorization letter.

The template

General power of attorney

A draft general power of attorney for the GCC: parties, a checklist of types of power, limits, duration and revocation. It is not a special power of attorney and not a substitute for the instrument issued through the official channel. Replace every [placeholder].

1. Parties

I, [Principal: name, ID, address], being of full capacity, appoint [Agent: name, ID, address] to act for me within the limits of this general power of attorney.

The Principal’s capacity: [in person / as agent under a power of attorney / owner of an establishment / representative of a company].

›Drafting note

The electronic service requires the beneficiary to be a Saudi or a resident with a valid ID, over 18, of full capacity, and with an active National Single Sign-On account. A company representative or an establishment owner uses Najiz Business.[1]

2. Type

This instrument is a general power of attorney. The Agent may do the types of act ticked in Annex 1, unless clause 4 excludes an act. It is not limited to one named transaction. For one named act use a special power of attorney.

›Drafting note

In Saudi Arabia an agency in general words that does not specify the type of act is not valid (Article 482). Tick the types.[7] On Najiz the principal chooses the clauses one by one. The issued instrument binds, not this draft.[1]

3. Scope of authority

The Agent may exercise only the powers marked in Annex 1, and only within the limit written against each power.

›Drafting note

Don’t leave a power open if you mean one transaction. That is a special power of attorney.[1]

4. Limits and excluded acts

The Agent may not: [gift / release a claim / settle / waive a right / dispose of property / borrow / other exclusions]. Anything not listed in Annex 1 is outside this power of attorney.

›Drafting note

In Oman a general agency does not cover donations, settlement, release, arbitration, loans or personal status unless written in (Article 677).[8]

5. Right to delegate

Option: the Agent may not appoint a substitute.

Option: the Agent may appoint a substitute within [limits], and remains responsible for that choice.

›Drafting note

Delete the option you will not issue.[1]

6. Duration and expiry

This power of attorney runs from [date] until [date or event], unless it ends sooner by revocation, withdrawal or death.

›Drafting note

An electronic power of attorney on Najiz does not exceed one year.[1]

7. Revocation and withdrawal

The Principal may revoke the Agent by written notice. The Agent may withdraw by written notice. Tell the other party, and any third party dealing with the Agent, when that is possible.

›Drafting note

On the electronic service, either party may partially withdraw on Najiz or in the Najiz app. It ends automatically if a party dies.[1]

8. How to use this draft

Use this draft to settle the wording. The power of attorney that works is the one issued on Najiz or before the competent notary. If the Arabic and English texts conflict, the Arabic text prevails in Saudi Arabia. This is a starting point. Have it reviewed by a lawyer licensed in the relevant jurisdiction before you use it.

FAQ

Frequently asked questions

What is a general power of attorney in Arabic?

الوكالة العامة. This page is a bilingual draft for a class of powers. It is not a special power of attorney and not an unnotarised authorization.

How is a general power of attorney different from a special one?

Here, general covers the types you tick. Special names one act. In Saudi Arabia general words that do not name the type of act are void (Article 482). The comparison is in the general vs special guide.

How do I issue an electronic general power of attorney?

Sign in to Najiz, open “Issue a power of attorney”, choose the clauses and the duration, then approve. An SMS confirms the issue. The electronic issue does not require a visit to a notary.[1]

Can the general power of attorney be revoked?

Either party may partially withdraw on Najiz or in the Najiz app. It ends automatically if a party dies.[1] This page states no other revocation route beyond the service and clause 7.

Is a general power of attorney the same as an authorization letter?

No. An authorization (تفويض) is a letter the recipient may accept without notarisation. A wakala is issued on Najiz or before a notary. Use the authorization letter when the body accepts a letter.

Do I need a lawyer?

Yes, before you sign. Have the final text reviewed by a lawyer licensed in your jurisdiction.
